The enrollee, the enrollee’s parent, or the responsible adult acting on behalf of the enrollee, is responsible to report certain changes within 10 days of the day the change becomes known. See Section 102-3 for a description of changes that must be reported.

Changes may be received from a source other than the enrollee. Any change received by the agency must be evaluated to determine if it could affect the enrollee’s eligibility. Workers are to take appropriate action to verify any information which may affect the enrollee’s eligibility within 10 days of the date the information is received.

The decision of when to make a change on a report is based on whether the verification of the report was submitted timely or not. For the verification to be submitted timely, the verification must be submitted within 10 days of the date the client reports the change. See Section 102-4 for more information on date of report. 

The action a worker takes depends on the source of information, the nature of the information, the reliability of the source, etc. Verification can be obtained in a variety of ways depending on the type of information received. Workers must give clients 10-day notice of any change in benefits as a result of the reported information. Sources may include, but are not limited to, computer match data; reports from allied agencies such as Department of Workforce Services, Division of Child and Family Services, Division of Services for People With Disabilities, and Aging and Adult Services.

When a household reports a change of address, ask the household if they want to register to vote. See Section 101 for further information and instructions. When the address change results in the case being transferred to another office, the worker who receives the address change needs to address the voter registration requirement.

Mail returned by the Post Office with no forwarding address indicates a change. See Sec. 803-2 to decide what steps to take.
