A renewal is a re-evaluation of the CHIP eligibility factors to decide if eligibility still exists. A renewal must be completed every 12 months. If a change is reported after the renewal forms are mailed out but before the renewal has been processed, consider that information when completing the renewal.
All enrollees have the right to register to vote at renewal. Ask if they wish to complete the voter registration form, or check to see if they have marked that they want to register on the renewal form. See Section 101 for additional information on voter registration.
There are two types of renewal forms and processes, a mandatory renewal and a simplified renewal.
Mandatory Renewal: During the 12 month certification period, if an eligibility case manager becomes aware of a change in household circumstances, or if they have a valid reason to believe the household might not pass eligibility at the next certification, the family should be sent a mandatory renewal form. A mandatory renewal form will be sent when the eligibility case manager enters a “Y” in the “Renewal Form Required” field on the CIIE screen in PACMIS. The reason for requiring a mandatory renewal should be documented on the CAAL screen. An enrollee who receives a mandatory renewal form must answer all questions on the form, sign it, and either send it to the eligibility case manager, or contact the case manager by telephone.
Note: All self-employed households must be set up for a Mandatory Renewal.
Example: The Jones family has income that is close to the maximum allowed by CHIP. Even though the case manager has not become aware of a change in circumstances, the fact that the income is so close is a valid reason for requiring a mandatory renewal.
Simplified Renewal: When no changes have occurred or have been reported during the 12 month certification period, the enrollee will be sent a simplified renewal form. When an enrollee receives a simplified renewal form, they are not required to send in the form or take any further action unless any of the preprinted information on the form has changed. If changes to the preprinted information have occurred, the enrollee must follow the same process as described above for a mandatory renewal.
