You may re-open CHIP when:
The case was closed because of an administrative error. Re-open the case back to the date of closure. Do not require the enrollee to complete a new application.
The case was closed for failure to complete the review. The enrollee must complete the review process and provide all requested verifications by the last day of the review month. If the case closes at the end of the review month, re-determine eligibility if the individual submits the review within 3 months of case closure. This date is a new application date and allows for application time frames to provide verification. The effective date is the first day of the month the review/application is received.
The case was closed in a non-review month for failure to provide requested information or verification and the information is received by the end of the month of closure, continue with the eligibility determination. Do not require the enrollee to complete a new application. See section 704.
If the agency can complete the eligibility determination and send 10-day advance notice of an adverse change, the effective date is the following month.
If the agency cannot complete the eligibility determination and provide 10 day advance notice of an adverse change before the end of the month, continue benefits to the following month. (See Section 803.)
The case was closed because a parent was activated to military duty so the children became eligible for military insurance coverage. If there are still months left on the original certification period, do not require a new application. If the certification period has expired, the individual must complete an application and provide verification of their current circumstances.
An enrollee became eligible for Medicaid because they were removed from the home and placed in foster care. When the child is returned to the home, if there are still months left on the original certification period, do not require a new application. If the certification period has expired, the individual must complete an application and provide verification of their current circumstances.
An enrollee was removed from CHIP and added to Medicaid for the purpose of qualifying a parent for a Family Medically Needy Medicaid program that requires a dependent child to be included in the Medicaid coverage.
The case was closed for failure to pay their quarterly premium and the family pays the premium by the end of the month immediately following the closure month.
The case was closed for failure to pay quarterly premiums, and a child is being considered for CHIP enrollment within 3 months of the closure, and the family pays the back premiums (601-2). All children in the family who qualify may be enrolled, including those who were enrolled when it closed. The effective date of enrollment for these children is the same as the effective date for the new child.
