Workers must use the SAVE (Systematic Alien Verification for Entitlements) Program to verify the alien status of all people who are not U.S. Citizens, except for American Indians born in Canada. When you complete Primary Verification on the SAVE system using eFind, store the SAVE verification number in the case record or electronically as proof that SAVE procedures were followed.
DO NOT delay an eligibility decision, decrease, terminate, or deny benefits on the basis of a person's alien status if SAVE procedures have not yet been completed, or pending secondary verification. Instead, assume that the client meets the citizenship/alien status requirements. Give the client at least 10 days to provide the requested verifications.
Do a Primary Verification from SAVE on eFind. Document the information received in the case record or electronically.
Ask the client for INS documentation to prove citizenship/alien status. Then access the SAVE system, using the alien's Alien Registration Number, or "A Number", which is on the INS document.
Secondary verification is necessary if the alien's status has not been verified by the primary verification procedure. Do secondary verification if one of the following is true:
A. You cannot access the SAVE database to get primary verification.
B. Information about the alien is not recorded in the INS computer file.
C. The alien's documentation is questionable.
D. The alien's documentation does not agree with the computer record.
