201  MEDICAID ELIGIBILITY

Previous Policy

A child, who is eligible for Medicaid, is not eligible for CHIP enrollment. When you receive an application, you must screen it to determine if the child qualifies for Medicaid.  (See the Medicaid Manual for eligibility rules)   If it is clear that the applicant does not meet the requirements for Medicaid, do not request any verification that does not apply to CHIP enrollment.  Determine CHIP eligibility for any individuals who do not qualify for Medicaid.  

Exceptions:

  1. Those who qualify for Medicaid only by paying a monthly spenddown of excess income, pregnant woman asset co-payment, or MWI premium and choose not to meet the spenddown, pregnant woman asset co-payment or MWI premium to become eligible for Medicaid, may be enrolled in CHIP.

  2. Refugees must be considered for CHIP before they can qualify for Refugee Medical Assistance (RMA).
