In general a person living in an institution is a resident of an institution.
A member who moves from a household to an institution may be considered a resident of the institution the date they enter an institution.
A child who resides in a temporary shelter for a limited period of time is not considered a resident of an institution.
Residents of Institutions for Mental Disease (IMD’s) who are 21 years old or younger are considered residents of the IMD until they are unconditionally released.
An IMD is a hospital, nursing facility, or other institution of more than 16 beds that is primarily engaged in providing diagnosis, treatments, or care of persons with mental diseases, including medical attention, nursing care, and related services.
A person who was a resident of a household at the time of application and later becomes a resident of an IMD, is eligible to maintain their enrollment in CHIP for the remainder of their 12 month certification period. At the time of review, if the person is still a resident of an IMD, that person’s CHIP enrollment must be discontinued.
